Truth-In-Millage Form DR421

The Truth-in-Millage Act of 1980 requires taxing authorities to inform taxpayers which governmental entity is responsible for the taxes levied and the tax liability amount they owe to each taxing entity. Truth-in-Millage is often referenced as "TRIM." Special districts with the authority to levy property taxes, but will not do so during the year, must comply with the following reporting requirement:


Truth-in-Millage Form (DR-421) – File with the Florida Department of Revenue annually by the 1st of November. Otherwise, the Truth-in-Millage process requires a series of public hearings for open discussion of budget and millage rates of taxing authorities. At these public hearings, elected officials must explain:


o How they computed tax figures
o Why they are seeking tax increases
