David first joined FASD over 20 years ago while spearheading a legislative practice group at an environmental statewide law firm. Since opening his own consulting and law firm in 2009, David’s practice is devoted toward legislative representation which touches every aspect of government—from the local Board of County Commissioners to the 4th Floor in our state’s Capitol. His background as an attorney and lobbyist, combined with a deep passion for promoting special purpose government, will help further advance the mission, as well as the membership, of FASD.

Rachel has worked along side David for the last 14 years. A native of Tallahassee, Rachel graduated from Florida State University with a Bachelors and Masters in Political Science. She is the first point of contact in the Executive Director's office and serves as liaison to members for any needs that may arise.

Angela has a background of over 25 years in special districts in multiple roles in state government developing strategies to improve environmental and public health issues, she has organized awareness programs in collaboration with local, state, and federal partners, as well as managed teams of dedicated professionals in research, training, and policy. She earned her bachelors in Business Administration at Florida State University as well as a Certified Public Manager certification. In addition, she earned a Project Manager Professional certification from the Project Management Institute.

Katherine is an integral part of FASD meetings and conferences. She assists with event coordination, from set-up and directing vendors, to maintaining client contact, and ensuring their attendee experience is seamless from start to finish. Katherine’s experience in the meeting planning industry includes a variety of association conferences, golf tournaments, as well as non-profit events. Combined with an energetic personality and friendly nature, she is a warm and knowledgeable presence on any event site.
